The U.S. Department of Justice (DOJ) has issued new Title II regulations requiring all state and local governments, and special purpose districts, to ensure their web content and mobile applications are fully accessible to people with disabilities. Agencies that fail to comply by the DOJ’s deadline could face significant penalties and lawsuits.

As the web author of the new County of Monterey’s Housing and Community Development website as well as other digital communication tools, Dina has always been a champion for clear communication with a keen understanding that different audiences require different forms of communication.
Throughout her long career in Digital Delivery Project/Product Management, Global Communications Change Management, Facilitation and Training Management, she managed implementation of a variety of software products and services as a Subject Matter Expert and Business Analyst. She has always been encouraged to research emerging, cutting edge technology, communication strategies, new business processes, MarCom and event management, gaining new personal strengths.
Building role-based user training plans to accompany these tools, she led and facilitated training sessions, incorporating different types of learning plans for different types of learners and neurodiversity. This, combined with a thorough knowledge of federal, state and local laws, codes and ordinances, made perfect sense for Dina to be tapped to take on Title II for ADA Accessibility and Title VI for translations for the Housing and Community Development website and web tools.

In her role with the County of Monterey Housing and Community Development, Dina is also the web author of the County’s MCCarWeek.com and Special Events communications websites. In 2021, the County’s MCCarWeek.com won the CSAC Challenge award in the Issue Area of Government Finance, Administration & Technology: “Car Week: GIS Collaboration Promotes Safety, Helps Thousands Navigate Major Events”. CSAC’s annual statewide program honors innovation and best practices in county government. CSAC received 433 entries that year – the most in the program’s history. In 2023, the Housing and Community Development website was a runner-up for the North American Granicus Digital Government Award.
In April 2025, Dina was a Guest Speaker, covering the topic of Digital Accessibility Compliance for Web Content and Applications in Napa for the “2025 CAPIO Conference, Soar Higher!”
Dina is a member of the Monterey County Advisory Council, representing the management unit’s CEMA members, as well as Co-Chair for the CEMA Membership, Communication, and Liaison Committees for Monterey County.
