Accessible Documents in Practice: Best Practices for PDFs, Presentations, and Everyday Communications

As public agencies prepare for the April 2026 deadline to comply with updated ADA Title II digital accessibility requirements, including WCAG 2.1 Level AA standards, communicators play a critical role in ensuring that everyday materials such as PDFs, presentations, and office documents are accessible to all audiences.

This 1 hour and 45 minute tactical webinar is designed specifically for public-sector communicators who are responsible for creating, publishing, or managing digital documents. Led by Angel Perez, Digital Accessibility Coordinator with the California Governor’s Office of Emergency Services (CalOES), this session focuses on practical, communicator-facing best practices rather than legal theory or policy interpretation.

Attendees will gain a stronger understanding of basic accessibility requirements for documents, with particular emphasis on PDFs, as well as common pitfalls that often create barriers for users with disabilities. The session will walk through real-world considerations communicators face when producing materials under tight timelines and limited resources, helping attendees make informed and defensible choices in their day-to-day work.

SPEAKER BIO

Angel Perez

Angel Perez is the Digital Accessibility Coordinator within the Office of Access and Functional Needs at the California Governor’s Office of Emergency Services (Cal OES). Angel plays a central role in the development and delivery of Cal OES’ employee training on the laws and techniques that enable effective communication within electronic information. Angel teaches courses on such topics as basic steps to create accessible documents and forms in Microsoft Word, Excel, and PDF.

Before joining the Office of Access and Functional Needs, Angel worked in the Grants Management Unit at Cal OES remediating documents and optimizing their website for digital accessibility. Prior to that, Angel worked for the Department of Public Health (CDPH) where he provided digital accessibility coordination and education.

Angel is a graduate from California State University of Sacramento.
