CAPIO’s Board of Directors is elected by the membership each spring. Board terms are two years, with approximately half of the positions rotating each year according to the schedule outlined in our bylaws. All CAPIO members in good standing are eligible to serve on—and vote for—the CAPIO Board.
Sonja Dosti, APR
President
Sonja Dosti, APR is the Communications Director for the County of Fresno (County Administrative Office), which serves over one million residents. She has more than nine years of experience in public sector communications and PR, having served as the head of communications at Central Unified School District before moving to the County of Fresno. Prior to working in communications and PR, she worked in the film and TV industry in Los Angeles as a production, studio, and network executive.

Pam Allen

Pam is the Marketing & Communications Manager for the City of Roseville focusing on the Parks, Recreation & Libraries Department.

Brie Anne Coleman, APR is communications manager for the Placer County Water Agency. Since 2014 she has evolved her role within the agency, integrating the power of visual storytelling into her work. With a background in freelance photography and graphic design, she applies a “more than words” approach to effectively communicate complex concepts in an accessible and impactful manner. She coordinates projects with cross-functional teams, fostering a collaborative and results-driven work environment.

Kevin Strauss, APR
Vice President - Awards
Kevin Strauss is the Communications Manager for the Santa Clarita Valley Water Agency (SCV Water) and is responsible for all internal and external Agency communications. Previously, Strauss spent six years as a Communications Specialist with the City of Santa Clarita. During his career, Strauss has produced several award-winning public relations campaigns and recently led SCV Water’s brand relaunch initiative and crafted the Agency’s first digital media strategy.

Eric Palmer
Vice President - Communications
Eric has nearly 20 years of experience in local government communications and social media management in Monterey, California. Eric served the City of Monterey as their media specialist for 15 years before moving to his current communications role at ReGen Monterey (Monterey Regional Waste Management District). He’s brought his storytelling skills to these agencies as an award-winning documentary filmmaker.

Kevin Lee
Southern CA Regional & Membership Chair
Kevin Lee is the Chief Public Affairs Officer for the City of Long Beach, overseeing communications for the seventh largest city in California. He is responsible for advising the City Manager, Executive Leadership Team and Department Directors on media, public engagement and crisis communications strategy. He also works closely with the Office of the Mayor on news media efforts.

Amy Orr began working with CAPIO in 2010 as conference manager. In 2015, her role expanded to association management, and she now handles the day-to-day operations of the organization in addition to managing the annual conference under the direction of the conference committee and Board leadership.
